Our Mission
The purpose of the Agency is to effect joint development of electric energy resources or the production, transmission, and distribution of electric power and energy in whole or in part for the benefit of the contracting municipalities and to utilize to the fullest extent possible all powers granted by the [Illinois Joint Municipal Electric Power Agency] Act to promote the interests of the contracting municipalities in the operation of their utilities through the development and implementation of Projects, as defined in 65 ILCS 5/11-119.1-3(7), on a joint basis.

History
The Northern Illinois Municipal Power Agency (“NIMPA”) was established in 2004 for the purpose of effecting joint development of electric energy resources for the production, transmission and distribution of electric power and energy. Its current members include the communities of Batavia, Geneva, and Rochelle, Illinois. Together, NIMPA’s members serve approximately 60,000 inhabitants, with an annual peak load of approximately 230 MW.
NIMPA is a project agency, meaning that it undertakes obligations to supply power and energy or related services to its members only when requested by its members to do so. As a project agency, NIMPA is not responsible for supplying the full power and energy requirements of its members; rather each NIMPA member retains control over its respective power and energy needs, under the control and supervision of the respective member governing bodies.
NIMPA does not currently have any full-time employees or managerial staff. NIMPA’s management services are provided by Avant Energy, Inc., located in Minneapolis, Minnesota.
In 2007, NIMPA’s Board of Directors unanimously approved participation in the “Prairie State Project,” which consists of an approximately 1,600 MW pulverized coal fired generating station, coal reserves adjacent to the plant site and associated mine, rail, water and coal combustion waste storage and ancillary support facilities located in Washington and Randolph counties in southwest Illinois. The Prairie State Project was developed and is managed by Prairie State Generating Company, LLC, on behalf of NIMPA and other Project owners, all of whom are public power (that is, non-profit municipally-owned or cooperative) entities. The Prairie State Project incorporates state-of-the-art emissions control technology. NIMPA has an undivided 120 MW interest in the Project to serve a portion of the load of each of its members by means of separate power sales agreements.
